日內瓦時間9月24日下午，在聯合國人權理事會第60屆常會第26次會議的「關於秘書長報告的互動對話」環節（Interactive dialogue on the report of the Secretary-General on cooperation with the United Nations），中國代表反駁外國炒作涉港不實觀點，強調香港事務純屬中國內政，不容任何外部勢力干涉。隨後，香港青年代表李浩銘發言譴責美國濫用單方面制裁，損害他國人民的人權和利益。李浩銘在「秘書長關於聯合國工作的報告的互動對話」現場致辭內容如下：

　Ladies and gentlemen,

　Imagine a world in which  those who incite violence, instability  and hatred, are hailed as heroes. Imagine a world in which those who fight against such tyranny are being persecuted. These scenarios  aren’t fantasy but the menacing reality inflicted by relentless forces of foreign interference  that we once saw in Hong Kong.

　To smear Hong Kong’s democracy and rule of law, the U.S. has  been imposing unilateral sanctions on our officials, judges and prosecutors for performing their duties in accordance with the law. To curb economic development in Xinjiang of China, the U.S. fabricated myths on forced labor to generate excuses for sanctions, at the cost of eroding ethnic minorities of their right to access employment opportunities. This pattern of intimidation ravages on —in Cuba, the U.S. has unilaterally imposed sanctions  for 60-plus years, triggering an economic and humanitarian crisis. And again, the U.S. imposed heavy fines on pharmaceutical companies exporting medicine to Iran, essentially denying the Iranian people the fundamental right  to life and basic healthcare.

　These sanctions have nothing to do with advancing humanitarian interests. They severely violate international law. Councils such as this exist to serve the interests of the world, not that of a few Western nations to give their on-demand moral compass credibility for their so-called 「rules-based order」  so they can have right of way to fetter the development of others. Special Rapporteur, I urge that we recognise the urgent need to scrutinise the United States' abuse of illegal unilateral measures to the detriment of global humanitarian interests.  Thank you.

　請您幻想這樣的一個世界：煽動暴力、激發動盪、鼓吹仇恨者，被奉為英雄；而那些對抗這般惡行的人卻遭受迫害。這些情景並非虛構，而是切切實實香港曾經飽受持續外部勢力干預的殘酷事實。

　美國為了抹黑香港的民主和法治，對依法履行職責的香港特區官員、法官和檢察官實施單方面制裁。為了遏制經濟發展，在中國新疆，美國為了創造施加制裁的藉口，編制了「強迫勞動」的謊言，而代價是削弱少數民族獲取工作的機會。同樣的恐嚇反覆上演、製造破壞。在古巴，美國單方面實施制裁長達六十多年，直接引發了經濟與人道危機。悲劇再次在伊朗重演，美國向對伊朗出口藥物的製藥公司施加罰款，無疑是中斷了伊朗人民關於生命與獲取基礎醫療的最基本權力。

　這些制裁與促進人道主義發展毫無關係。他們嚴重違反了國際法。像這樣的理事會之所以存在，旨在捍衛全世界的人民的利益，而非服務於為少數西方國家所謂「規則主導秩序」中，隨心所欲、選擇性開關的道德指南針提供正當性掩護，從而給予讓他們可以肆意阻撓他國發展的許可證。特別報告員，我敦促我們承認，我們有迫切需要去檢驗美國濫用非法單方面措施，損害全世界人權主義利益的行為。
